Unfortunately for the cartoonist, if you dig down into the financial arrangements the UK accepted, it came to something close to it. Take a look at the Wikipedia article on the Anglo-American loan, which the UK accepted in 1946 because it was pretty much bankrupt.
Note your Representatives response. If one who has not answered is one of yours, demand that they answer that question as one of their constituents/bosses.
