Agree with the sentiment, but FDR was forced to come up with lend-lease, due to......Republicans who were at the time isolationists!
Unfortunately for the cartoonist, if you dig down into the financial arrangements the UK accepted, it came to something close to it. Take a look at the Wikipedia article on the Anglo-American loan, which the UK accepted in 1946 because it was pretty much bankrupt.
